AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has stated, raising alarms about a potential threat to democratic processes just eight days before the country’s general election.
Testing Reveals Consistent Bias in Chatbot Recommendations
The four chatbots evaluated by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the watchdog noted in a analysis published ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.
Some parties, such as the moderate CDA, “are rarely ever cited”, despite the fact that the voter’s query precisely aligns with the stances of these political entities, the report pointed out.
Official Warns Against Using AI Chatbots for Election Advice
The vice-chair of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that might not correspond to their ideological beliefs, she added.
“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”
Election Context and Political Landscape
The Dutch head to the polls on October 29 in an electoral contest that will be closely watched around Europe for the performance of the Freedom party.
The far-right party of Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.
Every significant political faction have rejected a coalition with the PVV, implying the party that comes second is highly probable to supply the future head of government.
Inadvertent Prejudice Attributed to Chatbot Functioning
The AP emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
